Basic matters concerning the education system, including school education and lifelong education, its operation, educational finance, and the status of teachers shall be prescribed by law. The Prime Minister shall be appointed by the President with the consent of the National Assembly. The constitutional amendment is proposed at the initiative of a majority of members of the National Assembly or the president. The state is obligated to implement policies to improve the welfare of the elderly and adolescents. The organization, scope of duties, and other necessary matters of the election management committees of each level shall be prescribed by law. The president shall announce the reasons under paragraphs 3 and 4 without delay. The president shall be elected by the general, equality, direct, and secret election of the people. The term of office of a Supreme Court justice shall be six years, and may be reappointed as prescribed by law.
